I was trying to find a good Paul Krugman explanation, but have so far only come up with columns which treat the budget in relation to other issues, such as this one from earlier this month, or this one from last summer. But you could do worse than to check out his official Princeton site, his old MIT site or the slightly fanatical unofficial site.
