Some joker has written a book blaming all the world's ills on the British Empire, and a promotional site 'campaigning' for reparations for the rest of the world.

Looks like some kind of viral marketing spoof type thing. The website is registered by these johnnies.
Yes - it's to promote the book. The guy was on the Today programme yesterday. Iraq - our fault, as Churchill drew up dodgy Iraq borders; state of Africa - mostly our fault for similar reasons; global warming - our fault for starting the industrial revolution; SUVs - our fault for inventing the Range Rover, etc. etc.
Actually, I had a look at this and its very poor.

No, not very good. Manages to be slightly distasteful, while not in the least bit funny. Looks like the kind of thing that some irritating sixth formers would come up with.
