We'll see! I did a quick scan of news sights, and didn't see this reported anywhere else. A rare bit of hopeful news, though will be staggered if he's considering changes on anything like the scale necessary to avert disaster.
Any shift on this issue is good news, however inadequate. I have to say I'm encouraged by Schwarzenneger - previously known as the man who introduced the Hummer as domestic car, now bringing in quite extensive environmental measures. If California and a few other big states do this, the federal govt. will essentially have to follow suit. Al Gore predicts that Bush will do a volte face within 2 years. This is the point in a presidency when they're more likely to do this kind of stuff - they want to leave a legacy and don't have to worry about getting re-elected.
